I have a SunSun HW603B (rated for 2 feet or below) and it's pretty good. Flow rate is good and there is tons of space for filter media. Had no issues with leaking or anything of that sort.

For CO2 diffuser you can try the cigarette filter (youtube it), it offers very good CO2 diffusion rate, even better than some proper diffusers.
