yep thats would be your best bet to be honest. I have used it to cure my tank multiple times. and it worked every time (even in shrimp tanks). Ive tried everything else but it eventually came back.

Pretty sure thats BGA aka Cyanobacteria. You can look up the best way to get rid of it (for me it was dosing the tank with a certain fish med, cant remember the name of it right now)

Its basically just inert substrate like eco complete. If u want a good nutrient rich substrate, get soil based substrate like aquasoil. Or u can just buy root tabs and use any kind of substrate u want
