keep the co2 , it allows the plant to re purpose cells used for co2 absorption to be used for light and nutrient absorption. I think tom barr had a link for this study.

Plants don't use co2 at night , they only need it for photosynthesis , they consume o2 at night.

If you don't want to use co2 , just stick with the cheap T12 double bulb that normaly come with the tank. Use 6500k bulbs or mix it with some specialty bulbs , there are lots of options just search...

Its hard to tell as I cant see the reflectors , which still doesn't tell the whole story , the only way to be 100% sure would be to have PAR measurements. Assuming it has a good reflector and ballast...
