Yes, many discus-keepers will get young fish to begin with and grow them out in a bare-bottom tank until they're mature enough to place into a planted tank - and that's a good approach to take.

If it's a bacterial bloom, Purigen will not likely help much. Purigen picks up a lot of unwanted compounds & impurities, but will not deal with a bacterial bloom which just needs time to correct...
