I would not worry much about the live bacteria. Your tank is going to cycle regardless. If your worried just put an inch or two of water in the tank after you fill it with your substrate.

They are all close in price. Eheim 2213 is a great filter. I ran one for several years on a 30 gallon. Only reason I sold was I went to a larger filter which is also an Eheim.

Neither are that accurate that you can rely on them. They are just helpful in a starting point. To many people rely on these to dial in their co2. Then they have algae problems and growth problems...
