No, the soil will eventually become dirt as the nutrients are used up. One can add tabs and such to continue using the soil without replacing it. Soil will not absorb nutrients in the water column....

Pressurized CO2 will help along with proper fertilizing regimen. Typically T5HO lights on a 55g will put you into medium-high lighting. That would definitely contribute to algae problems.

Regarding the sand, that is fine. I had sand as my substrate for a couple years and it worked great. Just make sure you use root tabs so the plants get the proper nutrients as sand is inert.

If you changed out part of the substrate (and/or stirred up waste) in a heavily stocked tank it is probably cycling IMO. Frequent water changes and watch the ammonia levels until things level out.
