Filter failed! What to do?

I cleaned out one of my two Penguin 200 filters on my 29 gallon tank. When I plugged it back in, it wouldn't start back up. The impeller isn't even spinning.

Is there anything I can do?

I think it's normal. A few of my swordtails always have gravid spots, they just change in size when they are pregnant or not.
