I used a Hydor Koralia Nano 240 in a 15 gallon tank and never had issues with adult shrimp. The tank had yamato and bamboo shrimp, so I can't speak to how babies would do.

Looks like Rotala rotundafolia. There's pretty much no way to trim it incorrectly. You can hack off the top and replant the tops if you want to have it spread out quickly.
