I don't think there's any difference in bulb life between lengths. I hear Geissman are good bulbs but I have no experience with them.

Two bulbs right next to each over a 24" tank probably won't...

Maybe that's ideal then. I'd love to hang my lights for ease of access (by that I mean sticking my hand in the tank at any moment).

You might also want to consider electricity and bulb...

I wish mine stayed on "no problem." Twitch that knob just a little bit too much and WOOSH/POP. They come right off. 'Course I'm using the cheapest Meijer check valve there is...no barbs.
