I'm not sure about that specific product, but many of the terrestrial fertilizers use ammonia rather then nitrate as a nitrogen source--making it inadvisable to dump directly into the water column....

In darkness plants use O2 and produce CO2. Natural bodies of water get their CO2 mostly through diffusion from the air, though I guess bacterial decomposition may play a small role.
