The Neons might be ok in the 10 though neons can get a bit nippy in small numbers and could nip at the Bettas fins. Bettas are also hit and miss with being aggressive towards neons. It'd be a gamble....

I wouldn't make the bulk of it's diet algae wafers, but there's no real harm in it eating some. As long as the staple of it's diet is something meaty/protein like bloodworms.

Gotta say... of all the fish that I have kept... Tanganyikan shell dwellers are some of the most spunky, active, and generally awesome fish. Perfect cichlids for a 10. Love my lamprologus speciosus....

I don't currently have any, but I have kept them in the past. I did used to hear them sing sometimes when things were real quiet around my place. Their sound isn't very loud, but it is pretty cute....

I kept guppies in PH 6.5, extremely soft water. Couldn't tell you the exact value... this was awhile ago... actually they were some of my first fish. They did fine. Guppies are pretty tough fish....
