They are definitely mosquito larvae and harmless to shrimp. I had 100s of them in my cherry shrimp tank during Hurricane Isaac because of the lack of surface agitation and build up of humidity.

I was getting lots of GSA, but not cyano and had to cut my photoperiod to 6 hours. I raised my lights 4 inches and put it back at 10 hours and haven't had any problems in a week.
