I have 80lbs in my 38gal. tank it gives me about a 3" depth. Makes plants easy to plant and holds them well. In your tank I would go with no less than 7 or 8 bags but would realy reccomend the 9.

You said the tank is 65cm tall in the title and then in the post that it is 18" tall. 65cm converted to inches is about 26" tall. That is a tall tank.

Pennywort stems melting at base?

I have alot of pennywort in my tank and alot of the stems tend to melt where they are in the substrate while some do not. All other plants are fine. I do not know what is going on please someone help.
