I'm in the works of rehoming almost all the guppies I have in my 75g, and then the stock will be just 3 guppies, a bristlenose, two cories and a bunch of cherry shrimp, down from at least 50 guppies...

If they won't let you have the full 100, maybe just use it as a paludarium until you can? Don't know what your plans were, but then you'd still have the tank and grow some plants.
