If you don't want to use co2 , just stick with the cheap T12 double bulb that normaly come with the tank. Use 6500k bulbs or mix it with some specialty bulbs , there are lots of options just search...

Its hard to tell as I cant see the reflectors ,...
Its hard to tell as I cant see the reflectors , which still doesn't tell the whole story , the only way to be 100% sure would be to have PAR measurements. Assuming it has a good reflector and ballast...

your 2 bulb T5HO puts you in the high to very...
your 2 bulb T5HO puts you in the high to very high light range , you will def need co2 , more than a diy.I would not use both bulbs if i were you until your co2 is set up , if not say hello algae...
