To discorage uprooters I just push it under the substrate like a seed its grows in quite fast under the right lighting and I have it in all my tanks some are real pretty low on the lighting spectrum...

Mine has created a lovely carpet in between the hair grass all by its self ,I simply place one marimo ball on a rock and granted after a year it has made itself a lawn friend will post pic soon.

What I tend to do is remove the entire leaf which the plantlets are growing on once they have the stringy roots and tie the whole leaf to the rock or wood , the leaves usally die once the babies fall...

I always soak my new plants in a cheleated iron solution , snails and eggs seem to hate it and the plants love it make it quite a strong solution and rinse well afterwards half an hour should suffice

As for the rotala rotundifolia,I really wouldnt hold out much hope , it tends to get leggy and messy looking quickly try some ludwigia or moneywort .
