Of course, it's your tank.

Maybe just stop and think what you are really accomplishing by taking the bulbs out, moving the light up and down. That will not help your plants grow better.

Eh... Yes, peat will lower the pH. It depends on how much peat you use, your kH, the amount and the frequency of WC, how often you replace the peat - not that easy to control.

Neither co2 nor ferts are guarantee against algae....

The key is to start slow and to watch the shrimp. Increase co2 slightly, say, over a week's time. Check the shrimp every ~15 mins for a couple of hours...
