They should be, I don't see why they wouldn't be. But you can get a 24oz tank from wal-mart here in the states for around $24 I believe. You may want to check there before you spend $30 on that one.

You are correct, GSA is usually caused by low po4, but it can be caused by other things, like too much light, poor water flow, and low co2, but you aren't injecting co2 so that shouldn't be a factor....
