I really don't think it's hydra or BBA. I looked into it a bit and I believe it's a type of fungus. I do a 30-40% water change per week.

Thanks, I'll definitely keep the shrimp and the hood in mind. I'll look into using Riccia too, though it seems like it might be tough to maintain as a carpet (according to some comments I'm reading).
