white jelly sounds like fungus or bacteria but you really need to put up a nice clear pic for ID. take the wood out and put it in oven for 30min..1h to get rid of whatever it is.

the only reason ppl use organic layer is for fertilization purpose. and in my experience inorganic/mineralized is better option
