You would have a rough time accurately seeing 5 psi but the regulator should support that range as its minimum. A regulator with say a gauge that reads 0 -30 psi would be better but what you have...

Have you checked your paintball tank's o-ring for cracks/wear? Remove the tape. It's not going to do anything for you other than keep you from properly getting it screwed together.

Any of the inline counters can be put anywhere you want. Some people have them on the aquarium, I put mine near the regulator. Just personal preference. .

That's for gardening. To use it on a fish tank, you'd need to replace that flow meter with a low flow needle valve. Doing it cheap as possible would probably cost about 10-15 bucks.

Not knowing what regulator you have the best advice I can offer would be to just keep an eye on your low pressure gauge. If it starts to climb more than just a couple psi, shut it down.
