If it is parrot feather (Myriophyllum aquaticum), it is a marginal, bog plant. In other words, not truly aquatic.

Serpaes and Cardinals will be fine together. Good thinking on getting a larger group of Cardinals as they tend to school better in larger groups. A well planted tank won't hurt either.

I would personally go with the larger 2215. I was using a 2217 on a 22 and then a 27 gallon tank. I had a 2213 on a 15 gallon and found it under filtered.

I was running a 205 on 2 separate 10 gallons before I converted to strictly Eheims. I found the 205's easy to clean and easy to dial back if needed.

Yes you can trim the plant roots. I usually trim off any browning roots and leaves. I then trim the healthy roots to a length of 1" - 1-1/2" and plant each plant so the crowns are just barely visible...
