Once I got the o-rings off, I was able to take more precise measurements and compare them to the rings I had. The Eheim filter actually takes an o-ring with a 3/32" sidewall and a 1 3/16" overall...

I have seen vampire tetras for sale. It may be that there are several species, and some stay smaller. Or it may be that they grow too big but some stores sell them any way. Pretty scary either way.
