Whether your test kit reads 0 or 20 adding PO4 won't hurt. Your tank is telling you there is an issue.

Remember, always treat your tank not a test tube.

Iron is not the cure all for red plants. Supplying all nutrients in sufficient quantities is needed for healthy growth. Light? Sure it helps just like nutrients. CO2 seems the key to deeper reds IMO....
