You could also try some poly quilt batting in your canister since you have plenty of bio filter

Air stones oxygenate tanks by moving new water to the surface, not by the bubbles for the most part. Powerheads move a lot more water and therefore make more oxygen.

As far as transferring the filter make sure you only have the same amount of bio load as the old tank. I think fresh dirt puts a lot of ammonia out so be ready to dose some prime if you get a spike...

Bio balls aren't useless. Ceramic media are designed to be submerged like in a canister. Pot scrubbies and plastic bio balls are more efficient in a trickle filter but still work well in a canister....

Putting a ball valve on your line out is a sure way to lower the life of the filter. Also I would be amazed if the warranty from a "vendor" is any different from the eBay sellers.
