For 5Lb + tanks try googling welding supply stores. Mine fills same day (in by 12 ready at 4) is $17 for 10Lb. Mine fills my tank -- other exchange and some do both IME.

It sounds like you opened it and the co2 is coming out -- no big deal, just noisy and a waste of gas. You probably have no co2 left by now. Co2 tanks don't just explode so I would't worry about...
