Too much light and not enough co2 you get overly oxygenated water and sad plants. And vice versa. Frets have a similar relationship with the other two.

Try maybe a conservative t5 fixture with some geisman bulbs. T5s are designed to be hung over 8' above the ground were as t8s are made for about 6'. So the t5 even a regular output one is I think...
