Just pour a little HCl on the water marks, let it set for 5 minutes then rinse very well. Removes them with little work and makes the tank sparkle. And it should be safe for an acrylic tank.

Well if your not going to dose CO2 then you properly want to stay around 2.0 watts per gallon. Anything more and you will lots of algae. Why not look fot a fixture with less power.
