I should have said, don't make the pile of substrate- make it of rocks, which shouldn't move much.

Some larger rocks of the same type might be more interesting.

Just so you know, there is a good probability the substrate you are using will level out from among the rocks. I would put more rocks in the pile to make sure it keeps its shape.

Red root floater and frogbit are two good lucking floaters that are easy to control.

Duckweed is awful. You will constantly have to pull out cups of this stuff or it will make your tank DARK.
