I've used the Neptune systems Aquacontroller Jr. on my 29 and then 75 gallon aquariums. It controlled heaters, lights, filters, CO2 etc and it was great. The new ones are better!

They usually are a true siphon

Quite often these are set up with a inverted section that can help keep them even quieter. This would meet the ascending portion of your siphon requirement.
