I have one of those Aquatek regs with the 6 outlets and its pretty good, especially for the price. My only concern with it is the preset working pressure and I dont think it will have enough...

Just consider them 23w. In a 10g incandescent fixture you'll get about 50% of the light out of them since their horizontal. DIY CO2 wouldn't hurt, I run 2 13w spirals over a couple of 5 gallons...
