It looks like black brush algae.

Good co2 levels will kill it or apply excel directly to it with a syringe.

Mine does not have any bio balls. The length of the reactor and the working bubble rate is not fast enough to let any gas escape.

The inlet of the reactor is attached to the outlet of the filter,...

I've noticed that you haven't mentioned what you're dosing for nutrients.

You are injecting co2 and you have plenty of light...plants need more than just these two things. Also, maybe inject...

If the diffuser is inside the tank then it's possible that all the micro bubble are being scattered everywhere in the tank...attaching to the plants...creating a pearling effect.

It could be an internal leak...the leak may be minimal such that a soapy water test may not detect it.
