They are pretty decent lights for the money.

If they have glass canopies on the tank it won't hurt anything. If the tanks are open top be sure to have a splash guard covering the bulbs.
I set my lights directly on the tank top.

Most Hygros will work in med. light. Also some Ludwigias, Rotalas, will work. Just look at plants you like, then research their requirements.

Most red plants need higher light to maintain the red color. If kept in lower light, they normally go green. You might try a Ludwigia of some sort. It may stay red if its near the light source.

You would need to test the phosphate level with a test kit, to really have some idea of the levels. I run my tanks at between 2-3 PPM of phosphate.

Most plants tend to stay shorter in high light.
When they get sufficient light lower in the tank, they don't need to grow towards the light. Excel, or glute will have a detrimental effect on Vals.

I like a little darker substrate. I use Carb-Sea Peace River. Very fine gravel
About one step larger than sand.. Great for planting. It holds the plant stems in well.
