seems like keeping it at 26C(78F) would be your best bet. ive found as long as your pretty close to the temp range you should be fine. The key is to keep it stable as much as possible.

The light on the spec V is fine for low light plants. I have crypts and dwarf sag in mine and they do great. Moss would also work fine in there.

You can melt a crypt just by doing a water change. Pouring to warm or to cold water over it or if you do a large water change and change the water parameters to much.

It's a new plant. I wait till there a few small roots then cut the stem close to the base of the mother plant. You can also weigh the stem down with a rock till the roots touch the substrate.

You should be fine with the pygmy cories. My cpos don't bother my shrimp so I couldn't see the hurting your cities. I would get at least 6 of them or you may never see them.
