This is a 38 gallon tank with a Fluval Aquaclear 70 filter. Lighting is a Deep Blue Solarmax T5 with a 6700K and 10000K bulbs. I'm doing 20-25% water...

Sounds like you have enough movement. I've read that if you see them walking around on the substrate, they are hungry and you need to supplement food. I haven't read how to do that yet.

I plan to add a bamboo shrimp to my tank once it's established. They like to be in the flow of the filter output. Do you have any driftwood or anything they could climb on to reach the flow?
