Ages ago one of my rummynose decided it was too cool to shoal with the rest and started a 2 man gang with my lyretail killifish. He only re-entered the shoal when the killifish decided to.

I'd go with otos, a school of them will add even more character. I'd also give the rasboras a miss and just up the cardinals.
