DO you h ave a reason to NOT use tap water and a dechlor like Prime?

99% of freshwater fish do fine in local tap water that's had the chlorine/amine neutralized.

Prime is my preferred dechlor.

yes, its rather debatable if the liquid that Eco is packed in really helps cycling one bit. it does buffer the water a little, until you do a few large water changes.

I think people buy into it...

If its been 'months' then you've simply used up the CO2, and need to refill it. You will not see the needle slowly move...

You could probably grow high light plants in that setup, but it'd be a cramped tank with a lot of plants.

Please keep in mind that high CO2 levels doesn't mean low O2 levels. You can have O2 saturation AND extremely high (100ppm) CO2 levels.
6dkH and 7.0pH is only 18ppm anyways, so...
