Thank you, so is there a recommended fix to this problem? I don't like the idea of leaving a shrimp to "tough it out" because either way, they aren't breeding or molting.

Without a doubt, MTS is the absolute best snail for any tank, planted or not. Don't let the horror stories of them...

So I'm assuming my water is way too hard for RCS, which would explain why they don't molt, don't breed, and die. Now I know peat can be used to soften water, but I don't want to alter my water PH too...
