A fishless cycle will not harm your plants. It's actually recommended that you have plants in the tank during the cycle as they speed up the process. There's no reason why can't add CO2 to your tank....

Neo's are relatively easy to keep and shouldn't require water parameters much different then what RCS thrive in. Water really becomes an issue when you start to deal with higher grades of shrimp....

Msjinkzd is a sponsor here and she has everything you will ever need from a livestock stand point. Amanos are a must IMO since they basically do everything and keep the tank nice and clean....
