Putting the Anubias under something where the least amount of direct light will hit it may be enough to stop it.

I've heard that the Oak Leaf type Water Sprite does better when floated. I have seen a tank/w one planted in it and it was huge.
But actually floating wasn't really my intent.

I have two 10g tanks and one has one bulb at 14W...

I have two 10g tanks and one has one bulb at 14W and is a T8 bulb. The other tank has one bulb of T5 and is 18W. Each tank grows plant fairly well.
People who use dirt under like a sand top for it...
