I'd look at removing the pots, and replacing them possibly with some inert rocks or wood. Maybe some thicker plants would also make a good impact too.

Thanks, but the problem is that only two of the 13 pieces has sunk after 3 weeks of soaking. Both those pieces are on each end of the tank.
