yup. the only truly shrimp safe fish are Otos. Shrimp fry are fair game to all other fish - though given enough hiding spaces - it can be done.

I think fish are able to adapt to their parameters, to an extent - but I try to keep within the recommended guidelines

in my experience, the key to DHG is a very rich substrate (I use MGOPM in all my tanks with DHG) more than intense light.

I was able to fully carpet DHG with a 36" Planted+ on my old 92g.

CPDs are notoriously shy fish. I absolutely love them - but they do best in a tank with other nano fish. Another thing to consider is that CPDs prefer cooler temps than your average tropical FW...
