Eh, I'm not sure how much would be too much but I have 36 watts over a 5.5 gallon planted tank and it's doing quite well. Have 4 cherry shrimp and 2 tiger shrimp in there along with some fish.

I don't think they eat all that much algae unless you have a lot of floating algae in your tank. They're primarily filter feeders so they won't clamber around the walls and plants eating stuff off...
