I think I gonna try out the 2 23w bulbs for now and if they seem to be too much of a hassle, I'll get either the 19w or the 14w bulbs. What do you guys think is better for enough light for most...

Couple questions on my CFL bulbs

I'm using 2 23w CFL daylight bulbs from Home Depot over my 20H that measures 16 inches in height. The substrate is going to be 2 inches so it's actually 14 inches.

How does high pH(8.4) affect plants?

My parameters are extremely alkaline because I live in San Jose,CA which has hard water.

pH:8.4
kH:>300 ppm
gH: 50 ppm

How is the hardness going to affect plants?
