Yeah, the LFS should be able to sell you some aquarium safe silicone. Just apply the silicone a day or whatever the instructions say before you plan to put water in the tank.

Since they were lightly fed shrimp tanks with a mass of floating plants on the surface it seemed to rob the algae of whatever it needed to grow.

The Fugeray should be a pretty good option for you...if you can find the correct length. I don't know for sure if a 20" fixture can move the legs in far enough to fit the 18" tank that you have.

I wouldn't mix substrates unless you have a real good reason to do so.

It won't hurt anything but it might drive you crazy if they mix near the surface and look funny.
