I'm pretty sure about getting a 2217 for my 29 gal. Does it come with a spray bar, or should I buy one (would this be suggested for a tank of this size?)

That happened to me, too- my guppies preferred...
That happened to me, too- my guppies preferred the top of the tank. But after they got used to it (a few days later), they were more inclined to swim throughout the tank, and some of the odd ones...
