Question Can you ID this plant??

I bought this at the LFS and the guy said it was fox tails?, i just want to double check.

Does this help the fish adjust to ph better? For example if the fish is coming from soft water with ph of 6 into an aquarium with ph of 7.6?

It looks like scales or some fort, maybe spores? Some leaf tips are completely covered in them.
