No, they grow plants just fine. My show tank has LED on it. I just find LEDs are much easier to grow green algae compared to my T5ho for some reason.

Might be too late, but if you dont have a tall hardscape, your old 2 bulbs t5ho might actually be enough. It's not like your plants of choice need a lot of light anyways.

From non co2 to co2, you dont NEED to increase the lighting, but co2 allows you to do so. How much co2 to be added is decided by how much light you have on the tank, not vise versa.

Yup. The budget you have will not give you a quality co2 setup that is going to last you a long time. Most likely will have to be replaced down the road which will be ended up costing more.
