Hey i just replaced my substrate yesterday in my 125G. I put in 180lbs of eco complete.
Theres a formula i used. Worked out perfect with 2" in the front and 4" in the back.

Go with Eco Complete.
or Fluval stratum.
Its only going to cost you 30 bucks for that 15Gallon and your plants will grow with the proper nutrients and co2.

I figure this will last longer, wont break down, and will hold down the plants a little better than the lighter Stratum substrate.
