Use Nerites & Otos. Depending on light level, nutrients you will probably have to do more consistent water changes for such a small tank. Consider emergent stems of zebrina pendula and philodendron.

Instead of brine shrimp, use amphipods or freshwater crustaceans/shrimp. I've found gammarus shrimp to be good indicators of a healthy ecosystem.
